Software Developer (Systems Software)

The Sponsor’s office develops and implements the overarching application strategy for Sponsor critical enterprise systems which builds, deploys, and maintains mission critical applications to support the Sponsor’s Mission. The office supports applications, while identifying and promoting information technology and program management best practices.  The office also promotes integration by providing tools to streamline corporate business processes and systems, support data-driven decisions by providing access to usable and reliable information, quickly and easily. The organization is interested in improving accessibility and usability of its internal IT systems. Accessibility in this context relates to Section 508 of the National Rehabilitation Act and WCAG 2.* AA level requirements and other reasonable accommodations in application design to make system more useable for all users.  

The Sponsor requires part-time Project Integration and full-time Software development support from a contractor who specializes in front-end development and user experience.

Responsibilities

  • As a member of a mixed skills team, provide project management, User Interface (UI) design, User Experience (UX) research, and Software Engineering support to manage the accessibility and user experience program for the office, define accessibility and usability standards, consult with development teams about improving accessibility, and provide surge support to the development teams as needed
  • Design and shape Human Centered Design (HCD) products and experiences with a focus on UI/UX
  • Leverage qualitative and quantitative research methods to design and shape the user experience of the Sponsors products and capabilities
  • Design, develop, and maintain a Multi-Brand Design System for the Sponsor to enable the publishing and sharing of standards and guidance
  • Create and design reusable web components and elements that optimize user interaction and experience
  • Collaborate to define solutions for product direction, visuals and user experience
  • Implement solutions for product direction, visuals, and user experience
  • Identify design problems and devise solutions
  • Develop and conduct design sprints, UX research projects, usability and accessibility testing, and prototype to deliver usable and accessible solutions
  • Implement user friendly solutions to simplify complex design roadblocks
  • Build wireframes and storyboards to conceptualize design
  • Establish and promote design guidelines, best practices and standards
  • Manage and track requirements through the team’s JIRA site
  • Implement customer design standards and create templates for reuse
  • Support user experience and user interface enhancement requirements
  • Assess, monitor, develop, report, and coordinate a comprehensive accessibility program plan for the office
  • Track of various accessibility improvement activities
  • Recommend future initiatives
  • Develop enhanced testing producers

Requirements

  • TS/SCI FSP Clearance
  • Demonstrated experience in software development with Java and UI frameworks such as Typescript, Angular, Vue, and React
  • Demonstrated experience with Agile/DevOps processes
  • Demonstrated experience with Section 508 requirements and WCAG 2.1 & WCAG 2.2 AA standards
  • Demonstrated experience with qualitative and quantitative UX Research
  • Demonstrated experience with UI Design
  • Demonstrated experience with COTS accessibility issues
  • Demonstrated experience with supporting senior leaders and project managers
  • Demonstrated experience designing complete user interfaces and user experiences that meet client needs and vision
  • Demonstrated experience iterating designs and solutions efficiently using agile/scrum development processes
  • Demonstrated experience using wire-framing tools, storyboards and user flows
  • Demonstrated experience using and establishing UI/UX design best practices
Desired Skills
  • Demonstrated experience working directly with large organization(s) with dozens of development teams in a primary role of promoting and improving accessibility
