Sr. Operations Research Analyst

This position is for a Sr. Real Estate Advisor supporting the Office of the Deputy Assistant Secretary for Customer Installations in its mission to provide guidance, direction, and oversight of matters pertaining to the shaping and strengthening of Customer installations in support of personnel and logistical combat capability. The work is expected to be onsite 3x/week, but the actual frequency could change depending on candidate's level of experience. 

Responsibilities
  • Serve as the primary Liaison between IEI and the Customer Civil Engineer Center Installations Directorate (CEC/CI) for all matters related to Real Estate and Real Property
  • Advise IEI on all matters pertaining Customer Real Estate and Real Property (RP)
Requirements
  • US Citizenship
  • Secret Clearance (may start with an interim)
  • Bachelor's degree and 10 years' experience in Enterprise-level Air Force and/or DoD Real Estate
  • Experience working real estate transactions, including but not limited to Enhanced Use Leases (EUL) and Strategic Real Estate Opportunities (SREO) for the Air Force and/or the DoD
  • Ability to read, coordinate, consolidate, develop, and maintain real estate management and development governance and programmatic documents (eg DAFIs, policies), action plan recommendations, task and inquiry responses, and issue resolution action plan(s) under SAF/IEI program management oversight and authorities
  • Ability to provide detailed updates to leadership and stakeholders by participating in meetings/forums and coordinating, consolidating, developing, and delivering/presenting associated meeting materials (eg slides, after action reports, minutes)
  • Capacity to monitor, analyze, assess, and reconcile as needed RP transactions providing results to SAF/IEI and stakeholders, formulating process, procedure, and reporting methods improvements and gaining approval for change management implementation
  • Ability to provide guidance, reporting, and senior leader status updates on the completion of Financial Improvement and Audit Remediation (FIAR) Corrective Action Plans (CAP); particularly pertaining to matters on Real Property financial accounting
  • Experience necessary to support oversight of all real-estate transactions to include, but not limited to, assessing compliance with delegated authorities, review, and implementation of corrective actions for recommendations stemming from audits, ensure timely renewal of leases, development of propose policies to enhance and streamline leasing processes
  • Ability to provide oversight support of enhancing use leasing activities within the Customer's network, to include capturing best practice and opportunities by other Military Departments, and providing support for the development of enterprise opportunities to include concept development and implementation
Desired Skills
  • Experience working in the SAF/IEI and/or AFCEC/CI on matters related to real property and real estate transactions
  • Experience as an action officer at the MAJCOM or HAF level creating and processing work through Enterprise Task Management Software Solution (ETMS-2)
